Let's put it this way...
Chevy can't sell the 2021 SS and ZL1 models in CA or WA because they never updated what they're using for brake pads and they no longer meet code. If they couldn't/didn't make a change that would allow them to SELL CARS, then they didn't make a change for any other reason.
