Yes, meaning the car was ordered with it as opposed to added on down the road..much like a ZL2 hood on a 69 Z
Wickerbill's are quite popular now,but very few cars came with them. As far as them being installed on the line, i'll defer to the GM guys on here. I would assume they came off the line inside the car along with the splitter and were a part of dealer PDI.
