It still could be a wring issue. It doesn't take but a small amount of current to measure no load voltage.
It would be interesting to compare voltage at the battery or alternator to the voltage at the relay both while running and off. If there is a difference it would be a strong indication of a wiring/ground issue but if it's the same it doesn't eliminate it.
