The problem is, people are deleting readiness monitors and defeating the computer’s ability notify the smog check machine that there’s a problem with the car. The state now needs to check for modified software because so many people are cheating the smog system. It wasn’t that big a deal when only a few people were doing it. Now days you can pretty much expect everyone with a modified car has illegally modified software and mod parts that aren’t carb compliant.
People from here know how bad the smog is. Los Angeles is a giant basin and all the smog gets trapped in by the mountains that surround the city. On most days I can’t even tell there are mountains 30 minutes from my home.

Yep here in Ontario Canada we had strict emissions in place for years. The tuners simply set the moniters to "ready" And no engine light. Full bolton cammed cars had no issues
