Wheel liners fail at high speed.

So I was changing out my race tires/rims and putting the street set back on, when I noticed a hole in the wheel liner. This happened on both sides. I just got back from my annual running of Silverstate. I run the fast class the 150 MPH and my top speed is 165. This was probably my 8th time I have ran this car and have never had this issue. Asking what happened seems like a stupid question, obviously the wind.
Did something fail allowing this to happen or is this a weak link of the Camaro? This has certainly affected my confidence in my car at these speeds now, even after I get the car fixed. This can happen again apparently, any ideas on cause and prevention?
