one thing for sure though is the tsp cats are definitely not cleaning the exhaust enough to pass a smog here (obd only but theyll definitely smell me rolling up) even after as heated as theyll ever get so ill have to get some 300 or 400 cell units for sure :/

If you don’t have a CEL they’ll pass an OBD test as the OBD Cat test checks PCM readiness monitors ( basically Current,Pending,historical ), so if you don’t have a current Cat cel or just didn’t clear a Cat cel (which is historical until so many drive cycles clears its readiness monitor) you’ll pass.
