Not illegal, just covered under the NFA.

A shotgun whose barrel is less than 18" can be registered with the ATF as an SBS just like you do with SBR's. They are not illegal to own on the federal level as long as you have the tax stamp. However states are allowed to ban NFA weapons completely even if you have the appropriate tax stamp.
