I don't think the lower ones were to notify others you were backing up. I believe the ones in the tail lights were actually the "reverse lights". the lower lights were to light up the area behind the car so you could see.
As for the camaro, I lover where they are and they create plenty of light for me to back out of the garage. I live in the country and if I dont have the ligths on outside, its VERY dark!
