When the Camaro first came out this was a common issue. It's caused by stale air currents in the intake and the throttle body. Getting a ported throttle body similar to this one (https://jannettyracing.com/products/...2015-camaro-v8) will fix the issue and greatly increase throttle response.

A 102mm will not bolt on to the stock manifold so it will have to be replaced but there is no point unless you are planning on a bigger cam or running forced induction anyway.
