Those are chrome plated. The factory polished wheels have a blurry look and are not mirror like at all. They are also clear coated to prevent them from oxidizing.
One way to tell, if you take the wheel off, on the backside of one of the spokes you'll find the stamp marks the manufacturer makes after casting the wheel. Chrome plating will fill in these stamp marks so you can't read them.
