That's what we all fear in a freeway high speed chase. Is it worth it to have two cars driving in excess on 100mph on a public freeway?

Being worth it is completely situational and subjective.
Bare in mind that the purpose of a pursuit is to apprehend and end the pursuit as quickly and safely as possible. Thats why LEO have PIT and TVI and the newer GPS darts and grappler bumpers. Each agency has different pursuit policies as well ranging from free range to absolute zero. Training and discretion needs to come into play because theres a ton of case law on pursuits and a lot of them do not favor law enforcement.
