Its not exactly greedy dealers stealing from others who don't have any left.
Each dealer is assigned a number of cars, their allocation. Whether a customer orders a car or not, they still have that allocation. Many dealers put customers on lists longer than their allocation. Others never had enough customer orders to fill their allocation, so they got Camaros to sit on their lot and sell a week or a month from now. The only way to fix this and fill the back orders faster would be to have dealers turn customers away once they reached their allocation, which ain't gonna happen in this market.
