My first Camaro was a '95 Z28. It was an M6 and it was a Federal Emissions car with the single cat'. What's funny (to me anyways) was that I almost didn't buy that car because I wanted a '95 dual cat' car (from either CA or NY emissions) so I could get what I thought would be a little more power. Little did I know, at the time, when I ended up buying SLP headers, that I think the single cat' headers probably flowed a little better because they had fewer aggressive bends to them. I ended up adding KBDD SFCs, a Borla adjustable catback (after going through several variations on Flowmaster 1 and 2-chamber mufflers,) a B&M Ripper (after beating up on a billet Hurst Competition for a few years,) K&N FIPK, and BBK 58mm throttle body (I opened up the intake passages a little.) I think the best I ran was a 13.7 @ 104 with a missed 2-3 shift but never ran it on good tires; only cheap street tires.
Then I got my '02 in '03 and threw a bunch more parts at it: SLP lid, K&N, SLP bellow, ported-polished-knife edged-half shalved-epoxied TB, MSD wires, a catchcan with two additional oil separators, QTP HVMC LTs, QTP cat'd y-pipe, QTEC cutout, Borla CB, (2) 24K B&M Super Coolers, Yank SS3800 TC, SLP SFCs, Spohn adjustable TA with crossmember, BMR adjustable PHR-LCAs-relocation brackets-STB, early Cobra R-style polished wheels (17 X 9 , 17 X 10.5,) and a bunch of other little things here and there. I haven't had a clean run with DRs, but with manifolds, lid, catback, stall, and tranny tune, ran a rough 12.6 @ 108 with a 1.6 60' bangin' off the rev' limiter a couple times on the 2-3 shift. I think I can get into the 12.4s with manifolds and bottom 12s with my LTs an a little weight loss.
