Common sense and average prowess. Think about it this way, imagine the cluster**** if GM advestised 12.6 as the official number. They and a bunch of other smart people got down to it and said this what people should expect in good reasonable conditions. 12.9 is a safe number, whether u got the modest quality build or factory freak.
