Running rich means the fuel/air ratio is leaning heavy to the fuel side, the result of a slightly rich mixture is a cooler running engine. Also it will slightly decrees the power output .

Have you reset your average MPG on the freeway with the cruse set to 60? The longer you can go without braking or accelerating will give you the best result.
That will give you a true highway MPG. The city mpg will vary greatly between different driving styles....
