My jeep commander has black taillights; they are legal in PA.
The dealership that did my inspection told me that a cover would not pass, but since my lights are painted on the inside they are 100% legal.
I'm not sure about the tint overlays, since they are a type of cover. If you do them well though it is hard to tell they are covers. Fogs you should have no issues, as these are optional lights on a vehicle.
