It costs them just as much to certify and validate (durability, emissions, fuel economy, etc) a combo that will sell 50,000 units as it will for 500 units. So for low volume powertrains, the cost doesn't get spread out nearly as much and adds significant cost. On top of that there is the extra engineering work and supply line complexity. I wouldn't be surprised if it worked out that its cheaper to offer LS9 Z28s exclusively than it would cost for an LSA Camaro if there were also LS7 and LS9 options on top of the LSA.

No, there weren't. A few features and options are expected. But no exterior changes.
