Anythings possible. But saying a Challenger R/T is a low 13 sec car is like saying the Camaro SS is a mid 12 sec car. Yes, it can happen, but its not likely be the average Joe.
The Challenger R/T has been tested by pretty much every Magazine out there and it times are consistantly in the very high 13s - low 14s.

The challenger R/T got beat by the Mustang GT and the Pontiac G8 GT in head to head testing.
Challenger R/T (14.1 @ 102 mph) - Motortrend
Challenger R/T (14.1 @ 101 mph) - Road and Track

Camaro SS (13.0 @ 110 mph) - Motortrend
Camaro SS (12.9 @ 110 mph) - Road and Track.

No matter how you look at it, the Challenger R/T is a high 13-low 14 sec car.
