This would work well. But as a younger person (24) who was given a IH Scout II at 16 my parents trusted me to behave myself I knew exactly what the limits were and the consequences for breaking those limits and I knew that didn't care what kind of excuse I could come up with the limits were the limits. It comes down to trust, I don't know you or your son, but if you trust him and he has earned it get him the car but make sure he knows the rules and you won't move on them. If he is trustworthy he will make the right decisions.
