That means you were the 10th actual order entered into Chevy's system by that dealer. Look at it this way- they didn't have to necessarily wait for #s 1-4 to show up before entering your order in. Could be waiting list #s 8,2,9,12,4,15,7,10 and 6 came in before you in that order, making you the 10th order. They can change that priority number at will. More likely than not, they will rearrange the order to match the "signup sheet" prior to final submission to Chevy in December. But to answer your question, YES, as it sits you are indeed order #10, not #5.

That is a very important statement. For the gentleman above that is supposed to be #5:
In all likelihood, you will be moved to the 5th spot based on the original waiting list at actual order time. It still doesn't mean the dealer won't order 10 cars for himself and that you're actually getting the 15th, not the 5th car to come in. The dealer still held his promise that you were 5th
in line...
