If you think that the person behind you isn't a real cop, then pull to the next populated area. Like a gas station, Wal-mart restaurant, etc.

Cell phone. You can call the police and report that there's someone behind you who has flashing lights, but you have a doubt about it being a real police officer. If it's legit, the officer will get that from dispatch, and has no reason to stop you. Also, someone mentioned the Onstar option. You can press Onstar and tell the advisor. I'm sure they can put you through to the right people.
Always w/in reason, you are w/in your legal rights to do that. Obviously, if you're getting pulled over by a clearly marked patrol car you pull over. If someone behind the wheel of a Viper, or a Vette wants to pull me over, my answer would be no.
