When you polish, you will need to generate some friction to smooth out the clear coat. Probably a Porter Cable and a good polish will do... doubtful that hand polishing will fix it. After you polish, apply a good sealant and wax, and it will look like new. If you take it to a good detailing shop, they will fix you up in no time flat. Good luck.
