If you get your car tuned properly to pass the OBDII test AND they do not look under your car / notice you have headers your car will pass.
Installing Headers and moving the cats is still illegal though.

Your taking a risk, depending on the guy doing the sticker you'll either pass (cause he didn't follow all the procedures) or fail cause as stated any mods to the cats are illegal.
Go in expecting to fail, if you pass you'll have another year not having to worry about it
