I believe it's because the Vette has a different tune and a different cam although I don't remember. I wouldn't rule out what Scotty said either in that it's just a paperwork thing, after all it wouldn't be the first time GM did this.

The two LS3 engines are SAE Certified for the two applications. Exhaust IS taken into consideration. The differences may be small, but they are very real. Whatever the differences are, they are there. When the engines are SAE Certified, they use the intakes, accessories, and exhaust systems they will be using in the vehicle and are certified to make +-1% of it's rated power.
The v6 for the Camaro was NOT SAE Certified last year, so they were able to give it just about any hp rating they wanted. They finally certified it this year, hence the HP bump to what it truly makes.
