Ride quality will depend on a few things. The lower the drop, the stiffer the springs have to be, to keep from riding on the bump stops. It also depends on the spring rate of the drop spring. This applies to drop springs only though. You can pay considerably more and get coilovers that will drop you just about as low as you could possibly want and still give you a good ride. As with everything, ride quality is VERY subjective. I'd suggest you ride/drive in one that has been lowered, to see how you like it.
As for benefits, lowering does help with the handling of the car. It's also reported that it reduces drag which helps increase your MPG.
