Actually, that is not true, and is in direct violation of the Clean Air Act of 1990. Specifically, alteration of emissions components. For a shop to do the work, they run the risk of huge fines.

"throwing" parts at a car and crossing one's fingers in hopes it works, is just plain silly. We see lots of instances of that type of "work", not working very well, if at all... Usually, the owners are too embarrassed to admit the errors in their ways. To each their own
