The small visual is due to the thick register (ring around the edges of the spokes, where the bolts are threaded into from the backside of the wheel). For example, if that register were painted black and the spokes reached the outer part of the lip, they would appear larger. When you do a chrome center with a chrome lip, it also makes the wheel look smaller because there is not a strong separation between the lip and the center. Makes the lip look like part of the register.
Lowering the car will make the wheels visibly grow too, just by getting rid of the tire gaps.
Quick photo edit attached. I painted the register black, look how much bigger the wheel appears now. Same wheel, different look, different result.
