Well, I know that CAFE uses a vehicle's footprint (track x wheelbase), in addition to things like flex fuel capability and others, to create an 'equivalent' fuel economy number. I've heard that GM has a 22 mpg average for its cars under CAFE when you crunch the sales numbers and use the EPA mileage. But they don't have to pay any penalties because they average 27 mpg after all the 'allowances' are done.
