It's not illegal. North Carolina gives each city and county the option to seize and auction off the vehicle for any exhibition of speed ticket regardless if it is for street racing or simply for chirping the tires.
I believe the idea behind this is not to get the guy "for chirping the tires"... as I seriously doubt any NC officer would take someones new Camaro for a "chirp".

I believe it is more about giving the local authority... THE authority. (kinda what this country usta stand for... personal responsibility 1st, neighborhood responsibility 2nd, then local, then state... then federal. When did it all get turned upside down?)
