Not really the same thing.

Cops in Arizona (or anywhere else for that matter) are specifically FORBIDDEN by a new law from "harassing" (or doing anything else to you) because they "think" you are an "illegal". If they did something like that then they can be sued for a civil rights violation. If you happen to break another law then they simply have the right to ask you for your ID. (Something we all do every day and hardly think of as "harassment").

As far as I know there are no laws (new or old) that make it illegal for cops to "harass" you for driving a certain way.

So, it's not the same thing by any stretch of the imagination.
