No. They normally just don't let anyone pre-order. Normally ordering starts when production starts or just before. The Feb 16th date has remained the same for quite a while so they could've easily just opened up ordering Feb 1st and not released any info until then either. They chose to go the current route due to the pent up demand and anticipation.
