Couple things, whoever that electrical engineer was (the one that said electric cars would top 18s) he either had know clue what he was talking about, or there were a whole bunch of limitations that weren't mentioned.
Also, 20 minutes to recharge for another 1/4 mile run? Wow.

No, its not free. Its ~1/5 the cost of gasoline. And in the US, half the electricity comes from non-fossil fuel sources.
