Yes, it makes a difference in cars that are rated for higher octane. What's your point? GM tunes the LS3 for 91 and lets the knock retard pull timing for idiots who put 89 or 87 in the car. Obviously they'll dyno lower. STILL doesn't mean it's going to run better on 100.
