Just playing Devil's Advocate here, but my thinking is what if there is just a medium surplus leftover from the Vettes and they wanted to get rid of them? Pretty good excuse putting them in the top-dog Camaro for the first year, just build as many top-dogs as they have LS3's lying around...then they can move on to the Gen V block (or whatever they do next).
Makes sense to me, but there may be flaws in my logic of course.
