If you have a stock motor, or basic supporting mods like a blower cam, the 1900 is best. If you have heads, more displacement and what not, then you want the 2300.
Remember, your engine is an air pump. The 1900 can "pump" in all the air it needs, and then some. The 2300 is more like "and then some plus more".
