reason,,,states need the income in lieu of raising taxes, so the easiest was get to the drivers, (as in raise the toll rates)raise fines, and pressure from Insurance co's (lobby)
in the BS about making our roads safe...
i cant remember anyone getting a ticket in a 70 zone for doing 80-82...in the past its been 15 over and they get you,, i guess times are a changin,,,,
