GM is going to build you the car you ordered, regardless of how much time it will take. As someone mentioned, the current 10,000 orders will be built in around 3 months. Oshawa is a VERY capable production facility.
So to everyone who ordered a V8, you will NOT be forced to take a V6. You will receive your Camaro SS.

Oshawa
is capable of building 400-500 a day. That doesn't mean they will. 1st actual production month, now Mar 16- Apr 16, will be lucky to make 2500 total IMO. But, they should ramp up rather quickly after that I would think. There is no reason they can't make 5k a month after that. Keep in mind it appears first thing to happen is the "non-allocation" run of V6's for the dealers. There's month 1 and into month 2. I'm still confused as to why they would say they expect all pre-orders to be filled by October. I agree, they should be filled by August at the latest.

Why didn't GM release information up front to at least the dealers to say...of your allocations, you can order X number V6 and X number V8? Seems that would have been the best thing to do!
Second...if you have preorders, why not fill those orders first? I know GM wants the V6 out there but if you have sold orders...I mean they are sold!! Make this limited production run (3 quarters of 2009) simply for preorders! Then if things are left over produce what the marketing survey said. Don't tell the consumer what they want...they already to you what they want this year!
Finally...is there a possibility that V8 cars will nto get produced this year (all that have been ordered)? Also...what is meant by "limited". Does that mean if everyone wanted a V8 Camaro you couldn't buy one?

They said, if we read back far enough, they were gearing up for 50/50 production. We ASSUMED that they would do the intelligent thing and adjust that based on 80% of orders being V8, but there are reasons they almost in bankruptcy...
As far as filling pre-orders first, they basically are with a key exception, that being this first run of V6's so each dealer gets one (not against their allotment). How many dealerships are there? That equates to the entire first month and a half of production at best.
After that, then they'll attack the pre-orders as far as I'm concerned. I wouldn't worry about the "limited" tag until I head different from Fbodfather.
