Its my understanding that the gnutella network (Limewire, Bearshare, Morpheus and a bunch of others) can't be shutdown because its so decentralized. The code is open source and everything is peer-to-peer, so there isn't really anything
to shutdown. And even if it does close down, there are a dozen programs on the network, and countless people have the source code so it can be rebuilt very quickly.
