I think the difference in many peoples mind is that you can listen to a single for free via the radio. And usually, you're also able watch the music video for free on youtube. Now, when you get into downloading an entire album, thats a problem. I'm not sure who wouldn't equate that to stealing.

On the other side of things ... plenty of people go and buy the full album after downloading a number of singles from it or from the artist. In those instances it's increasing sales, just like radio play (recording artists don't get paid from that either). Keep in mind, most money of the money they make is from concerts and merchandise. The artist gets less than a buck from a CD sale.
