I have a strong feeling it wasn't them. I'm looking into it more over the weekend, was informed by another C5're in my neighborhood of a mad halloween party down the street last night.
If I did call I wouldn't handle it like you're thinking, I would handle it diplomatically, basically would mention the condition I found the car in and ask if they heard any complaints similar. I agree that JROTC kids are a different class, and I wouldn't expect this to happen from one.
