I'll attempt to answer a few of your questions although I don't have the eagle eyes *yet*.

The lights are plug & play but the red wire (for the halo lights) you see on the lower part of the picture has to be spliced into the running lights.

There shouldn't be a need for an extra wiring harness to install the lights.

You don't technically need the H9 HID kit. The eagle eyes, like the stock RS lights, have the driving light in the center surrounded by the halo ring. So the HID kit would replace the light bulb in the center and is not associated with the halo ring. Without the HID kit, you will use the same type of bulb that is in your current lights (halogen) but they will still be behind a projector lens just like HIDs.
