I'm at work so this may not be exact instructions, but they will get you there.
On the main menu screen where you choose career, arcade, map maker and such, there is a settings all the way to the right I believe. Inside that settings menu you will need to go all the way to the bottom. And I think it's the center selection, here you can have a second chance to install the 8 gigs worth of crap onto your hardrive.
Even after the I did this it still felt like the installs were slow, but I think they are going faster now.
*Unless your looking for a way to just install the entire game, I'm clueless on that.
