Yes, they are one time use only bolts. I feel you are correct about some dealers not using new bolts. Mainly because some people don't realize that bolts like these are to be replaced, or they don't follow the service manual.

I went to a Ford dealer to get a replacement bolt for a steering wheel on an F150 (they didn't have it because there was no demand for them) and I was asked why I was replacing it. I told the guy the service manual states it's a one time use only bolt and his reply was... Oh, really!? I realize the parts guy might not know about things like this but I think there are some techs that don't too.
