You're not too young to teach him a lesson about life, he might be just old enough to not be able to learn it though. I know I never listened to my brothers advice when I was 13.

Selling him the game is questionable, but asking for collateral for your 360 is perfectly reasonable. If you're parents don't want you to ask him for collateral, fine. Don't give your brother the 360. Or while he is getting his Xbox fixed, he could use his PS3 and thats the end of it.
