Newton's 3rd Law, (as you stated above), does not apply to fluid dynamics the way that, say, two vehicles crashing into each other does.

Basically, by using hoods like this, you decrease "lift" on the front end, which has the same effect (in practice) as creating more "downforce" on the front end through the use of front splitters and such.
