What I got out of that exchange was "I know the ABL answer, I'm not telling you, and I'm going to have fun with it." They know what's going on...if they're still working on it that's fine, you just say:

"Hey, we're still working on it, it's going to go right to the wire. If we don't get it working, here's what will happen to your order." (then they discuss a possible delay, refund, no refund, no ABL the first working year, etc.) With that information, people can make their decision on ABL. Right now, everyone who got ABL is expecting it exactly like the website picture...they'd actually be helping themselves by being honest with their customers.

Is that really so hard? Teasing us, however, is uncalled for considering how important it is to some people.
