While it's true that NJ has the highest Auto Insurance Rates, it's not really as bad as it seems from your post. For someone under 25 what you said is quite true.
How old are you? After I turned 25 my insurance dropped drastically.
Take into account I work for the NJ Dept. of Corrections so have access to NJM Inusrance Co. (though a lot of non-state jobs have access also, ask your employer if they have access to NJM). But I was paying $1000 a year 6 years ago (I was 28) on my '02 V6 Camaro. My Aveo is about $800 a year. And my limits are generally on the higher side (I forget exact, but they're in the hundred's of thousands. 100,000/300,000 comes to mind for part of it.)
I expect my new SS to be $1400 at most.
