From what times I've looked up, doesn't seem like the LT1 Camaro is "destroyed off the line" when comparing the models stated above, unless the 1994 STi does better with only 247 BHP? Quarter mile: 13.6 for subaru and 14.2 for Camaro. Price wise: difference of $13,831 I bet you can do alot of mods with that kind of money.

Also, what would constitute "destroyed off the line"? Aparently from what I find, 0.6 of a second in difference? 2006 Subaru WRX STi 13.6, and 1994 Camaro Z28 14.2

That makes it a drivers race. AWD on the STI gives it an advantage 0-60 off the line. 4th gens makes it up on the back end (if they got a good launch).

There have been a few factory freak 4th gens that got down to 12.8, but that also seems to have happened with Subarus also. (see link above)

Your camaro needs a boost of 70-100 horsepower (more than a few bolt-ons). A very good tranny as stated and a good torque converter, suspension/tire mods to allow full throttle takeoffs. Cheapest way is to spray it with a 100 shot, that would be a good race for 1/4. Of course you need more if the STI is modified.

Sorry to be the bearer of bad news. Hopefully that's better than finding out other ways.
It would be extremely complicated to calculate the details, calculus and such. Depends on shift points, etc. But, with some simplifying assumptions:

STI hits 60 MPH in 5.0 seconds, hits 103 MPH in 13.0 seconds.
Then it accelerates according to this equation: speed = -0.5096 * (sec)^2 + 14.548 * sec.

LT1 hits 60 MPH in 6.3 seconds, hits 97 MPH in 14.8 seconds.
Then it accelerates according to this equation: speed = -0.3494 * (sec)^2 + 11.725 * sec.

Distance travelled can be estimated by integration of the area under the curve.

Using these formulas:

After 1 second STI is travelling 14 MPH, LT1 is 11 MPH and 2 ft behind.
After 3 seconds STI is travelling 39 MPH, LT1 is 32 MPH and is 17 ft. behind.
After 5 seconds STI is travelling 60 MPH, LT1 is 49.9 MPH and is 42 ft. behind. (Over 2 car lengths)
After 6.3 seconds STI is travelling 73 MPH, LT1 is 60 MPH and is 64 ft. behind. (Over 3 car lengths)
After 13 seconds STI is travelling 103 MPH, LT1 is 93 MPH and is 180 ft. behind. (Over 9 car lengths)
After 14.8 seconds STI is travelling 108 MPH, LT1 is 97 MPH and is 200 ft. behind. (Over 10 car lengths)
