Not sure why they would add the NAV, it's expensive and directly competes with GM's Onstar Turn by Turn service. I may be wrong here, but they are trying everything possible to make Onstar profitable, and selling turn by turn (which would cost $10/month plus basic Onstar of $18/month, after the free 1st year) helps with the profitablity. Plus it's also a value play, turn by turn is $10/month compared to thousands for the NAV, and Camaro is being promoted as a value car.
