I wouldn't say it's completely over the top. My son is about to turn 19 (no tickets/accidents/good student, etc) and pays just over $200 a month on his own for a 2008 Jeep Patriot. And that's with USAA. He paid his own insurance while on my policy and it was about $175-$190 a month. My point is he's paying not much less than that and not for a V8 sports car.

Where you live makes a difference. He's a college student in Houston. I don't know about Jersey.
